The Site

The proposed site comprises approximately 4.1 hectares of grassland fields, bounded by trees and hedgerows, located to the northeast of Holme Lacy. The site is bordered by the B4399, Folly Farm, and existing residential development to the south.

 

The site is located within the village of Holme Lacy, and is easily accessible via public transport, providing connections to Hereford and villages such as Fownhope and Woolhope, with the 454 bus (Yeomans bus service) running several times a day.

There are local amenities within walking distance of the site, including a village hall and Herefordshire and Ludlow College campus.

Planning Policy

Planning Policy

The current Core Strategy for Herefordshire was adopted in October 2015. Policy SS2 Delivering New Homes establishes a need for housing growth across the county, particularly in rural areas, where it helps local needs. As published by the Council in October 2025, the county needs 1,365 new homes per year.

 

The Government is clear on the critical need to boost the supply of homes nationally and has recently revised the National Planning Policy Framework (2024) to increase the need for housing in Herefordshire.
